HSE Emergency Management System is applicable to HSE management in domestic and overseas oil/ electricity field. By integrating all kinds of information data, it realizes data query, information display and decision support. And it could also improve emergency management ability, prevent and handle all kinds of emergencies, reduce economic losses and negative social impacts.
According to features of overseas projects, our target is aimed at establishing a system that goes with the requirements of group company emergency platform. This system has combined functions of pre-warning monitoring, decision-making, commanding and afterwards evaluating in a commanding, responsive, organized and effective way.
3.1 Statistical Query
This function is aimed at showing frequency and risk rating of events, equipment of emergency material, team construction, and emergency statistic in various countries. Thus, managing staff can understand the security, team construction for emergency of overseas project clearly and directly.
3.2 Information Management
This function could input the daily information of HSE personnel into the system, report the information of project companies and do other daily work in non-combat situations, so that the daily and weekly report will be automatically generated from the information.
Through automatic grabbing and pushing of news, important information will be timely and effectively informed to the on-duty personnel, so it could avoid missing important information, improve the worker’s work efficiency, and reduces their workload.

This function is mainly used for responding, processing and tracking of emergent events. It digitizes and structures emergency plans, loges the process of events. What’s more, this function could maintain emergency database, including the source of danger, emergency resources, team, typical case and emergency experts.

This function could manage the construction of overseas security team, the information of Chinese personnel and contractors. Also, it could assess the security rating and intendance the implementation of security measures.

The function could make the shift plan for HSE personnel and add up the record of handovers. It has managed the emergency information of brief report, daily report, weekly report and special report, and the information of portal site. What’s more, it could share emergency information by e-mail and text messages.
3.6 System Management
Manage the basic information and user’s access. It includes maintenance of basic units, inquiry of system log, configuration of news, management of organization, national areas, living camps, sensitive words, system user, system user groups and password revision, etc.
GIS could analyze and handle with emergencies in space. It could locate the incident accurately, analyze its influence scope and surrounding resource, and show the location of emergency equipment and personnel. The platform shows emergency information of the group. The information mainly includes the news, information report, brief report, special report, daily/weekly report, project news, pre-warning information, and information of the group, etc.
