HSE Emergency Management System

1. Orientation

HSE Emergency Management System is applicable to HSE management in domestic and overseas oil/ electricity field. By integrating all kinds of information data, it realizes data query, information display and decision support. And it could also improve emergency management ability, prevent and handle all kinds of emergencies, reduce economic losses and negative social impacts.

2. Targets

According to features of overseas projects, our target is aimed at establishing a system that goes with the requirements of group company emergency platform. This system has combined functions of pre-warning monitoring, decision-making, commanding and afterwards evaluating in a commanding, responsive, organized and effective way.

3. Functions

3.1 Statistical Query

This function is aimed at showing frequency and risk rating of events, equipment of emergency material, team construction, and emergency statistic in various countries. Thus, managing staff can understand the security, team construction for emergency of overseas project clearly and directly.

3.2 Information Management

This function could input the daily information of HSE personnel into the system, report the information of project companies and do other daily work in non-combat situations, so that the daily and weekly report will be automatically generated from the information.

Through automatic grabbing and pushing of news, important information will be timely and effectively informed to the on-duty personnel, so it could avoid missing important information, improve the worker’s work efficiency, and reduces their workload.

3.3 Emergency Management

This function is mainly used for responding, processing and tracking of emergent events. It digitizes and structures emergency plans, loges the process of events. What’s more, this function could maintain emergency database, including the source of danger, emergency resources, team, typical case and emergency experts.

3.4 Security Management

This function could manage the construction of overseas security team, the information of Chinese personnel and contractors. Also, it could assess the security rating and intendance the implementation of security measures.

3.5 Public Management

The function could make the shift plan for HSE personnel and add up the record of handovers. It has managed the emergency information of brief report, daily report, weekly report and special report, and the information of portal site. What’s more, it could share emergency information by e-mail and text messages.

3.6 System Management 

Manage the basic information and user’s access. It includes maintenance of basic units, inquiry of system log, configuration of news, management of organization, national areas, living camps, sensitive words, system user, system user groups and password revision, etc.

3.7 GIS

GIS could analyze and handle with emergencies in space. It could locate the incident accurately, analyze its influence scope and surrounding resource, and show the location of emergency equipment and personnel. So that it could quickly dispatch emergency equipment and personnel to the scene to prevent further spread of the incident. The main functions refer to the basic operation, layer information, location, marking, display of emergency information, analysis of the surrounding information, regional hot spots, display of emergency information, analysis of circuit, display of pre-warning information, location of vehicle, video monitoring, and meteorological information.

3.8 Portals Information

The platform shows emergency information of the group. The information mainly includes the news, information report, brief report, special report, daily/weekly report, project news, pre-warning information, and information of the group, etc.

4. Features

HSE management system has standardized the process of reporting emergency information, and made the company report information directly through the system. It has also solved actual problems and met the requirements of daily work, so that the headquarters could enhance the supervision and management on the emergency information.

It has automated and networked the collection, transmission, storage, process, and analysis of data.

And it has realized the automation of collection and purposeful transmission for 11 well-known Medias both domestic and abroad.

It has established an information management network for distributed step-by-step monitor and process of emergencies, so that it could assess emergencies and start pre-warning triggering.

It has automated, informationized and networked the collection, transmission, storage, processing, analysis and process of preparedness’s start-up of the emergency information. Through the GIS system, the emergency could be located and analyzed, and the emergency team with resources could be dispatched, in order to make rescue and evacuation plan.

Through the scientific dispatch of emergency resources, the resource configuration was fully guaranteed for specific emergencies’ allocation.

Using video receiving apparatus, communication system, database system, geographic information system and other facilities, a set of auxiliary decision system has built for real-time monitoring, scientific prediction, timely and effective release and dynamic feedback evaluation. And it has provided the decision support for the handle of emergencies.

For the daily work in non- wartime, the system can provide daily reports, weekly reports, important brief reports, special reports of high risk countries security situation, HSSE events weekly reports, emergency personnel arrangement, SMS / email sending and so on ,and shares information with group company.

The system can automatically generate message according to the information of what the on-duty personnel have recorded and what the company has reported, thus greatly reducing the workload of workers, and improving their work efficiency and information quality.

It has established a flexible, standardized platform for information centralized querying and comprehensive displaying, and realized the sharing and searching of information so as to directly organize all kinds of sharing information and internal business basic information.
